I will always remember Neil as a happy warrior who helped secure the first big-city municipal workplace and public places smoking ban in Canada. As an Ottawa city councillor at the time, just years after Toronto’s similar bylaw had been repealed, I was very conscious of the need for both scientific evidence and shows of public support. Neil was a leader in mobilizing the voices and evidence that led to the by-law’s adoption in Ottawa in 2001. His knowledge, perseverance, good humour and calm confidence made a huge difference. So many people in our community can breath freer because of him. Thank you Neil.
